What Should an ISO Do With a High-Risk Merchant It Cannot Currently Place?

For ISOs serving mainly low- and medium-risk merchants, a high-risk inquiry can be an opportunity their current acquiring relationships cannot serve. MerchantBridge Advisors can review the business and explore whether a suitable specialist relationship may be available across full-risk ISO, acquiring-bank and international acquiring channels. When your agents bring you an RUO peptide seller, supplement subscription business or complex online merchant, start with the business model and the gap in your current coverage. You do not need to send a full merchant application or introduce the merchant before the initial discussion. The first step is to distinguish an unsupported category from an unresolved business or compliance issue.

First, identify what your current relationship cannot support

An ISO serving mainly low- and medium-risk merchants can still receive a supplement subscription, research-product or complex online-business inquiry. The merchant may be outside the current partner's focus even when the ISO understands the opportunity. Treat the response you received as information about that particular review, rather than a verdict on every possible channel.

Ask for the actual reason, in language you can accurately repeat. Was the category excluded? Was the entity outside the partner's supported countries? Was the billing model unclear? If no application was submitted, describe the issue as a known channel limitation rather than an underwriting decline.

What you knowUseful next stepWhat to avoid
The current partner does not consider this product category.Ask whether a specialist channel will review the actual catalog and business model.Saying the merchant has been rejected everywhere.
The requested entity, customer market or settlement arrangement is unsupported.Separate the geographic and payment requirements, then explore relevant relationships.Assuming an overseas customer automatically requires international acquiring.
The application or website leaves important facts unclear.Resolve the missing information with the merchant before another submission.Sending the same incomplete file to several providers.
There is an unresolved legality, licensing or prohibited-activity concern.Ask the merchant to address it with qualified advisers and the relevant provider.Seeking a different category label or payment method to bypass the issue.

Use a specialist referral to answer a specific processing question

A useful referral asks whether an available relationship can evaluate a defined business and payment requirement. It does not simply ask who takes high-risk merchants. State what is being sold, who buys it, how payment is collected and what your current channel cannot offer. Include the requirement that would make a new conversation worthwhile.

The distinction matters because a provider relationship can offer specialist experience without accepting every merchant in that category. Paysafe's current ISO program, for example, describes processing choice and tailored support while keeping specialist applications subject to review. That illustrates a provider's model; it does not establish a Paysafe relationship with MerchantBridge or eligibility for a particular referral. Paysafe: Join Paysafe's ISO program

Your next step may be a first account for a new business, an additional capability for an established merchant, or a category discussion before a launch. A prior decline, hold or shutdown is not required. If the merchant already has a suitable arrangement, be clear about the improvement it is seeking before suggesting a change.

Describe the business behind the high-risk label

The same broad label can hide very different transactions. A business selling research materials, a clinic charging for a consultation and a finished skincare brand should not enter the same review with interchangeable descriptions. The following distinctions help MerchantBridge understand which relationships may be relevant; they are not an accepted-category list. MerchantBridge Advisors: High-risk merchant placement for ISOs and agents

  • RUO and research supply: identify the actual catalog, intended buyers and how the stated research-sales model operates. Keep this separate from patient care or compounding.
  • High-risk CNP, e-commerce and supplements: explain the product, one-time or recurring billing, fulfillment and customer-support model.
  • Licensed clinics and telehealth: describe the business-level service and charging entity. MerchantBridge's clinic focus is primarily the United States; do not include patient information.
  • Licensed gaming: identify the operator, relevant markets and the payment function being requested. A license in one market does not establish support elsewhere.
  • Skincare and cosmetics: distinguish finished consumer products from research ingredients and clinical services. A peptide ingredient alone does not make a cosmetic business high-risk.
  • AI and SaaS: explain what the software does, who uses it and how customers pay. AI-assisted development alone does not establish high risk, and account acceptance is separate from integration or subscription migration.

Visa describes acquirer compliance checks before a merchant can accept its cards and additional scrutiny for certain higher-risk activities. Specialist processing therefore remains a review of the real business, not permission to avoid it. Visa: Visa Network Integrity: Combatting illegal activity

Prepare a short brief that a reviewer can act on

Here is a completed fictional example. It is not a MerchantBridge customer, placement or pricing offer. It shows the level of detail that can make an initial conversation useful without identifying the merchant or circulating its documents.

Fictional first inquiry from an ISO serving mainly general retail merchants
FieldExample
Referrer's roleIndependent sales organization; currently serves mainly general retail and ordinary e-commerce.
BusinessEstablished U.S. supplement seller offering individual purchases and a proposed monthly auto-ship option.
Customers and fulfillmentU.S. consumer orders fulfilled from the merchant's U.S. stock; customer service and cancellations handled by its own team.
Current activityApproximately $120,000 in monthly card sales at an average $80 purchase, according to the merchant; these are reported figures, not statements we have reviewed.
Proposed changeAdd auto-ship. Subscription volume has not yet been established and is not included as historical sales.
Current channel limitationThe ISO's available partner will not consider this supplement subscription model. This is the stated limitation, not a claim about the legality of the products.
Question for MerchantBridgeCan a relevant relationship evaluate the catalog and proposed renewal-to-fulfillment flow, and what would it need to review?
Introduction statusInitial category discussion only. Merchant identity, documents and contact permissions would be addressed before an introduction.

For a prelaunch merchant, replace historical sales with clearly labeled forecasts. If the current limitation is unknown, write unknown and explain what you are trying to establish. The brief should make uncertainty easy to resolve rather than make the opportunity appear more complete than it is.

What MerchantBridge adds to the referral conversation

MerchantBridge can review the commercial opportunity, identify missing context and explore whether its full-risk ISO, acquiring-bank or international acquiring relationships may provide a relevant next conversation. That is useful when your existing relationships serve your core merchants well but leave a particular category, market or payment requirement uncovered. MerchantBridge Advisors: High-risk merchant placement for ISOs and agents

Global merchant coverage and international acquiring are separate questions. A U.S. seller with overseas customers may have a different requirement from a non-U.S. merchant seeking an acquiring relationship. Describe the entity, operating markets, customer locations and settlement needs separately, then ask what can be considered for that profile.

The initial outcome should be concrete: a potentially relevant channel to explore, a request to clarify particular facts, or an explanation that the opportunity cannot currently be taken further. MerchantBridge is an advisory and referral business. The payment partner makes the acceptance and account decisions; an introduction is not underwriting approval.

Agree the handoff before sharing the merchant's details

Use your own name, firm, work email and phone in the ISO inquiry. Begin with a category-level description and the question you need answered. Once a next step is identified, establish what the merchant authorizes you to share and who should participate in the introduction.

  • Confirm who will contact the merchant, who remains copied and who coordinates follow-up questions.
  • Identify the permitted recipients and the purpose of any supporting information request.
  • Discuss any proposed compensation, servicing responsibilities and reporting arrangements before relying on them.
  • Put any agreed confidentiality, client-relationship, exclusivity or other commercial provisions in writing; none is automatic.
  • Use the agreed secure route for requested business documents. Keep cardholder data, patient records, credentials and unrelated files out of the initial inquiry.

A referral does not, by itself, make your firm a full-risk ISO or determine its liability. The OCC's merchant-processing handbook describes different third-party functions and bank oversight responsibilities; the actual duties and exposure of your arrangement must be established separately. Give the merchant a useful answer while the review is open

A practical response could be: Our current channel does not support the billing model you described. We can explore a specialist referral using your current business information. First, we need to confirm the proposed renewal process and agree how you would like an introduction handled. This is suggested wording, not a commitment to a result.

Keep a short record of the open question, its owner and the next agreed action. If the merchant changes its catalog or payment model, update the brief before the next discussion. For repeated inquiries in the same area, move from a one-off referral conversation to a discussion of the additional coverage your ISO needs.

Questions & answers

Can I start without naming the merchant?

Yes. Begin with your own details and a high-level description of the category, geography and payment need. More specific information may be needed for a meaningful partner review, but the initial conversation does not require merchant contact details or a complete application.

Does an earlier decline rule out another referral?

Not necessarily. Establish the actual reason and whether the business or evidence has changed. A category limitation at one provider is different from an unresolved legal issue, a network restriction or missing information. A referral cannot be used to bypass a restriction.

Do I have to become a full-risk ISO to refer a merchant?

The initial referral discussion does not require you to assume that role. If a proposed relationship involves new operating responsibilities, registration, loss exposure or servicing duties, have those requirements explained and documented before agreeing to them.

Will I receive residuals and retain control of the client relationship?

Those terms are not automatic. Discuss compensation, communications, client-relationship provisions and any other expectations for the specific opportunity, and rely on the agreed written terms.

Your next step

Have an inquiry your current channels cannot accommodate?

Start with your own contact details and describe the merchant category, operating markets and the specific processing limitation. MerchantBridge can review the opportunity and explore an appropriate next conversation before a merchant introduction.
